  13. <p>The Ad Hoc Meeting of Ministers of Foreign Affairs,
  14. </p>
  15. <p>   Having seen the Permanent Council resolution of April 6,
  16. 1992, convoking an ad hoc Meeting of Ministers of Foreign
  17. Affairs in accordance with the provisions of Resolution
  18. AG/RES.1080 (XXI-0/91) and with the Santiago Commitment to
  19. Democracy and the Renewal of the Inter-American System;
  20. </p>
  21. <p>   Having heard the statement made by the Minister of Foreign
  22. Affairs of Peru on the grave situation his country is
  23. experiencing and on the events that have taken place there;
  24. </p>
  25. <p>Reaffirming:
  26. </p>
  27. <p>   That one of the essential purposes of the Organization of
  28. American States is to promote and consolidate representative
  29. democracy while respecting the principle of nonintervention; and
  30. </p>
  31. <p>   That the solidarity of the American states and the high aims
  32. that are sought through it require the political organization
  33. of those states on the basis of the effective exercise of
  34. representative democracy; and
  35. </p>
  36. <p>   Considering that the grave events that have taken place in
  37. Peru seriously prejudice the institutional order and disrupt the
  38. rule of representative democracy in a member state of the
  39. Organization,
  40. </p>
  41. <p>Resolves;
  42. </p>
  43. <p>   1. To strongly deplore the events that have taken place in
  44. Peru, and to express the highest level of concern, since such
  45. events seriously prejudice the effectiveness of the
  46. institutional mechanisms of representative democracy in that
  47. country and in the region.
  48. </p>
  49. <p>   2. To appeal for the immediate reestablishment of democratic
  50. institutional order in Peru, for an end to all actions that
  51. impair the observance of human rights, and for abstention from
  52. adoption of any new measures that will further aggravate the
  53. situation.
  54. </p>
  55. <p>   3. To urge the Peruvian authorities to immediately release
  56. the legislators and political and civic leaders who have been
  57. deprived of their liberty under these lamentable circumstances
  58. and to guarantee those persons the exercise of their rights
  59. without any restriction.
  60. </p>
  61. <p>   4. To voice profound concern over the present status of
  62. rights and liberties in Peru and to demand that the Peruvian
  63. authorities guarantee full observance and exercise of the rights
  64. of assembly and association and of the freedom of expression,
  65. thought, and the press.
  66. </p>
  67. <p>   5. To urge the Government of Peru to make formal its
  68. invitation to the Inter-American Commission on Human Rights to
  69. investigate the human rights situation in Peru so that it may
  70. report thereon to the Permanent Council.
  71. </p>
  72. <p>   6. To request the President of the ad hoc Meeting of
  73. Ministers of Foreign Affairs, together with those ministers he
  74. designates and the Secretary General, to travel to Peru and take
  75. immediate measures to bring about a dialogue among the Peruvian
  76. authorities and the political forces represented in the
  77. legislature, with the participation of other democratic sectors,
  78. for the purpose of establishing the necessary conditions and
  79. securing the commitment of the parties concerned to reinstate
  80. the democratic institutional order, with full respect for the
  81. separation of powers, human rights, and the rule of law.
  82. </p>
  83. <p>   7. To ask all member states, permanent observer states, and
  84. all states, that they continue examining the situation in Peru,
  85. and that, taking into account the pace of the reestablishment
  86. of democratic institutional order in Peru, they reassess their
  87. relations with that country, as well as the assistance they give
  88. Peru.
  89. </p>
  90. <p>   8. To keep open the ad hoc Meeting of Ministers of Foreign
  91. Affairs so that it may receive the report on the steps referred
  92. to in operative paragraph (6) of this resolution by May 23,
  93. 1992, at the latest, and may consider the adoption of new
  94. measures, if appropriate.
  95. </p>
  96. <p>   9. To instruct the Secretary General to keep the Ministers
  97. of Foreign Affairs informed, through the Permanent Council, on
  98. the efforts made.
  99. </p>
  100. <p>   10. To transmit this resolution to the Secretary General of
  101. the United Nations.
